Congress passed laws about setting up
town sites. One of the laws was the Lottery Opening Bill. It was
approved on March 3, 1901.
Lands not claimed during the Land Lottery
were set aside and auctioned off. People bought the lands to use
for businesses and homes.
William Alford Richards was in charge of
the town lot sales. He had supervised the other phases of the opening
of the tribal lands.
Richards made J. R. Hampton a Commissioner.
