Surveying and Platting the New City

Mr. Richards told W. T. Payne to survey and plat the open land.  Payne surveyed the land.  Then he divided it into blocks, lots, streets and alley. He finished the job on June 11, 1901.

The town site stretched for a mile to the east and west.  It stretched for half a mile north and south.  Altogether, there were 320 acres of land.  Payne divided the land into blocks of equal size.

There were 66 blocks altogether.  There were 32 business lots to a block.  There were 16 residential lots to a block.  Only 27 of the blocks were set aside for business use.  Block 39 was set aside for the courthouse.  Blocks 18 and 31 were set aside for schools.  All of the rest of the blocks were set aside for homes.  A total of 1,422 lots were up for sale.
